Wilbur is the Fleet's Comptroller General. Just like the
comptroller in a corporation, Wilbur is a head accountant. Only he doesn't
account for money: he audits time. Temporal Accounting is a subdivision of
Operations, perhaps the single most important area of Ops. There are six
comptrollers, each of whom tracks about five hundred dimensions and has several
dozen accountants working under them. The Comptroller General is the head of the
group. It's a very venerated position in the Fleet. Though he is arguably one of
the most powerful members of the Fleet's hierarchy, Wilbur is a civilian and
does not hold military rank. He is treated as the equivalent of a Grand
Admiral/Grand General/Grand Master.
